In Biggles and the Leopards of Zinn, Captain Bourgon was an police officer of the Belgian Colonial Service whom Biggles met while pursuing investigations in the Lake Jumu region in the north of Uganda.

Bourgon had led a force of six colonial policemen in pursuit of Otto Ducard and Akmet Batoun when he met Biggles, who was at Lake Jumu investigating the trouble those two were causing to the tribe of Zinns who lived on the shore of the lake. At the time of their first meeting, Biggles had just found Ducard mortally wounded by Batoun who appeared to have stuck camp and pulled out of the area.

Bourgon, learning that they were both after the same people, agreed to join forces with Biggles. He supplied Biggles with background information about Ducard and Batoun while Biggles brought Bourgon up to date about what the two had been doing at Lake Jumu. However the meeting was cut short by the appearance of Batoun with a strong force of Congolese warriors who proceeded to besiege Biggles and Bourgon and their parties in the government rest house at Lake Jumu until they were relieved by the arrival of Lieutenant Lomax with a detachment of King's African Rifles.
