In The Case of the Secret Inquisitors, Peter Bard was a British government official who assisted Adamson in the direction of radio propaganda. At the beginning of the story, he had, like his chief Adamson, been kidnapped. He was later released and found to have been subjected to the same kind of mind manipulation or "brainwashing" which Adamson had been. However Bard's case was more serious. Rather than simply having his mind "emptied", Bard's entire sense of values had been reversed--he actively believed in the very propaganda he had previously been combating. Doctor Kahn, the malevolent scientist who organised the kidnapping, later told Biggles that Bard was a progression in their mind manipulation experiments. Going beyond simply emptying the mind of victims, they had progressed to refilling it with any ideas they wished.
