In The Case of the Missing Constable, Richard Ernest Dewsberry was the chief instructor of Dacton Aero Club in Yorkshire. He was the brother of the village parson of Elmthorpe village, Hertfordshire and made a practice of flying down occasionally to visit. Biggles' attention was drawn to Richard because he had in the past had his licence suspended for twelve months and fined fifty pounds for failing to declare some saccharin which he had brought in from France. However, at the time of the disappearance of village constable Edward Small, Richard had been away conducting a tour for club members across Europe.
