A small village in Hertfordshire.
Near to Waterford was the fictional estate Gortons which master criminal Eustace Carlton or "The Count" used as a headquarters for a series of high profile robberies. Algy and Bertie used Waterford as a base when conducting surveillance on the Gortons. They had a meal at the cafe in Waterford. On a later mission to look for Biggles at the Gortons, they parked their car under the big tree outside the cafe before proceeding to the house on foot.
The cafe in question is almost certainly "The Old Windmill Tea Rooms" which apparently functioned in the 1950s and possibly the 1960s. The house is still in existence but is now a private residence.
